Category Two is to make the national leadership of your country. In my case that is the Democratic People's Republic of Not an Oligarchy. The specifications are as follows:
1. You must create 6 minifig characters to represent your National Leadership. The type of minifig is left up to the player: alien, undead, robot, human, etc. Each minifig must carry a single item of the player's choosing (food, weapon, tool, etc.)
2. Your National Leadership MOC must include each of the following 6 characters and no others: Supreme Leader - Second in Command - Minister of Propaganda - Body Guard - Military Advisor - Science Advisor. Each character must be identified in the write-up for your MOC, and they must all be displayed together in at least one photo.
3. Your National Leadership office must include three wall and a floor. The dimensions and style of the diorama are up to the player, but it must be large enough to accommodate all 6 minifigures at once.
4. Your National Leadership office must include a podium with a minimum of 1 microphone, and a potted plant.
In this image you can see the meeting room without any minifigures. There is a podium with one microphone at the end of the table by the raised platform (We only need one microphone because the state only puts out one news network. Why would you ever need multiple media organizations?) You can also see the two potted plants in the corners, thus fulfilling SPEC #4. You can also see the family crests of four totally random and DEFINITALLY not rich or ruling families in the DPRNO who all happen to be in this room. Odd coincidence...
This is Supreme Leader Marilyn Spoted (which is NOT an anagram for "Despot") holding her ruling scepter. Her crest is the white and blue lion-king crest of house Spoted.
This is the second-in command, (not)-Count Kathon Von Blood, who is not at all a vampire cyborg, he is a human cyborg. He holds a jewel that he happened to find and definitely not from his totally not-rich family vault. His crest is the black-and red Dragon crest of the Von Bloods.
This is General (military advisor) Julius Montgomery, who may look like a kind old man but he wears a laurel wreath an many badges and medals for a reason. He carries around a pistol because, well, you can never be too prepared. His crest is the red-and-black boar.
This is the science advisor Dr. Ogrch, who totally doesn't own Ogrch Tec. He carries a vial of, something, he made in a lab. He's not really sure. What he does know is that the Ogrch family crest is the blue crown crest on the far right.
This is J@m3s Not-A-Robot of house Not-A-Robot (who has no crest in the room, for some reason that has nothing to do with them being robots, as they are not robots). He is the minister of propaganda and makes sure that everyone in the DPRNO has the right opinions by supplying the not-regime with pictures, video, and audio of the Supreme Leader's speeches and NOT AT ALL by though policing people and using robot spies to make sure people think correctly. He is good friends with House Von Blood and gave Kathon his cybernetic implants after a freak accident involving a small hole in the ozone causing UV light to burn his eye. I mean, it had to be a hole in the ozone, as only vampires bun in sunlight and Kathon is, again, not a vampire.
This is the bodyguard who watches over all the meetings. No-one knows his/her/its name, no one even knows if he/she/it is human. All anyone knows is that he/she/it was trained in a secret and rigorous training facility, and definitely not overseen by the Good General Julius Montgomery.
I think those other seven photos cover the first three SPECs. Just remember, this is DEFINETALLY NOT an oligarchy....
