Yes Seagrave was the lowest bidder and won a 5 year Squad contract with the Lakeshore Fire Department. There is nothing wrong with the HME Squads (they run flawlessly), the reason why the HMEs are getting replaced is that The Shops wanted more ready reserves available for the Squads and purchasing used apparatus is not in their plans.
Why is Squad 3 getting replaced and 3A getting a snorkel (pictured)?
The reason is that the current Fire Commissioner wanted all the Squads to be the same. He wanted all the Squad members to be trained the same, for example, when a Squad member from 1A calls off another member from 3A can fill in, also Squads 1, 2, 4, 5, and 6 will receive airport training and one of them can fill in when Squad 3 goes out of service.
What happen to HME?
HME Squad order is complete and they did not place a 2018 bid for the Squads, however, they did won a bid for another apparatus order.

Every 5 to 7 years, just like the Engines.
