I thought I'd add a little Halloween into the mix. I love Halloween. I hope you guys don't think it strays too far from the theme (bearing in mind he is a former member).

[HELRYX]: Shouting won't move me, [REDACTED]. I am the authority on this council.
[REDACTED]: Then MAKE USE OF IT, and take action! [SHINKAN] is your mess, and it's high time you cleaned him up, before he causes even more devastation than he already has!
[HELRYX]: Don't go pinning this on me! YOU were the one who brought that...that THING into the labs! YOU were the one who allowed him to work on it, experiment, take samples, everything! He was the one who made undocumented samples to take for himself. He was corrupted on YOUR watch, [REDACTED]. Don't blame me for your oversights.
[REDACTED]:I...Based on the extensive collected data and results, I thought-
[HELRYX]: Well, not very long or very well, clearly.
[REDACTED]: *audible grunt, stifled*
[HELRYX]: Yes, you "thought". You thought that an unidentified metalloid with only one verifiable set of data collected after only three days of minimal experimentation was safe to handle. So safe, in fact, that you allowed our best and brightest brainbox onto the project. And it must have been SUPER DUPER safe, because you didn't stop there, oh no. You also let him off after he confessed to taking undocumented samples OUT OF THE LAB, and even let him touch said metalloid.
[REDACTED]: *barely audible exhalation*
[HELRYX]: And then, of course, you watched helplessly as it smothered him, completely unphased by the contaminant-immune biohazard armour you so fervently OK'd for lab usage, and consume him entirely. Is that about right?
[HELRYX]: Because of your negligence, that metalloid has infected half of Metru Nui and is now a hivemind army of at least a few hundred-thousand strong. Maybe even more.
And all in the space of two weeks. Very good work on your part.
[REDACTED]: We can stop the outbreak. End the infection. We just need to-
[HELRYX]: Kill [SHINKAN]? Well, you're welcome to try, but since his metalloid-armour is impenetrable to every single individual weapon anybody has used thus far, and he took our most powerful WMDs on his way out, and the fact that his Shelek's ability is now part and parcel of any new infection, making it impossible to contact us or hear us, I'm getting the idea that even LOCATING him is a liiiittle bit easier said than done, aren't you?!
[REDACTED]: We just need to capture one of the infected, as small as possible, an Matoran or a Rahi. I need to take samples so I can make a cure - an antivirus.
[HELRYX] *scoff* You want to bring that stuff back into the labs AGAIN?!
[REDACTED]: [SHINKAN] was only infected because he made contact. The stuff can't just leap off the table and grab you. In the hands of the less...curious, it's perfectly safe.
[HELRYX]: I think it was safer with [SHINKAN]'s wandering hands, than your wandering eyes.
[REDACTED]: Well, I know better this time, don't I?
[HELRYX]: I don't know. Do you?
[REDACTED]: Just. Let. Me. Try.
[HELRYX]: ...Alright. But I'm having [AXONN] watch over you. If you get so much as one drop of that messed-up gunk on you, his axe'll be buried in your face so fast you won't even have time to blink. And he'll ask you if you're carrying any of it outside the labs everytime you leave, so don't even think about pulling a [SHINKAN].
[REDACTED]: *low growling* ...Fine.
[HELRYX]: Then we're agreed.
You've got all our fates in the palm of your hand. Don't screw up this time.

FOURTH WALL COMMENTARY
Well, I can't think of a witty way to begin this monologue, so...
Anyway, onto fourth wall description, and pics.
Shinkan was a scientist working for the Order of Mata Nui, when a strange meteorite crashed nearby while he was out doing...whatever it was he was doing outside. Field work of some sort I guess. it's all very hush-hush, y'know? Anyway, the meteorite was some kind of metalloid, rock, whatever you want to call it. Point is, he'd never seen it before. And if a nerd has never seen something in his/her field of interest before, you know something's up.
So, Shinkan took it back to the lab (without touching it, of course...yet).
Of course, being too curious and practical for his own good, he couldn't resist holding it (AND taking bits of it out of the lab - naughty!). And it kind of turned to liquid gunky stuff in his hand and turned him into...well, this.
I really like how he turned out. It took a lot of effort to get him to look so...aesthetically pleasing.
Anyway, Shinkan's curiosity got the better of him and he felt up the rock, which then turned into gunk that painted him black. And also evil.
Yep. He's purely black fantasy now (well, almost purely). He used to be white and trans-light blue, though, story-wise.
Now being the host for...let's call it Bob. Now being the host for Bob, Shinkan can infect his victims, allowing Bob to spread further. Bobs special talent is to encode characteristics or abilities of its host into its makeup, so Bob now has the Shelek's abilities. As such, all proceeding infected creatures/people have the Shelek's deafening/muting powers inbuilt. So, no help for you, poor victim.
(Not quite sure was a scientist was doing wearing a Shelek...but hey, this is a pretty irresponsible scientist, so maybe he's just an all-round skeevy guy.)
It's really tasking to type between uploads, so I'll just wait until all the pics are gone. There's only...30? more...haha.
Also, I made some last-minute improvements. They're only minor, but I'm not retaking 40+ pics, so here are 3 I took to capture the updates. I just improved the wings and modified the weapons slightly. Not much done.
Shinkan is a Japanese word meaning "deafening silence".
For the design, not the character (not that he has much of a character, post-infection, anyway).

And the infectious meteorite thing was inspired by...well, dangerous meteorites are kind of a trope now, so nowhere in particular, but the whole body-wrapping gunk thing was based on the infamous comic book villain, Venom.

Thanks! >.< I actually did have a blank background -- my red window blind -- set up but it kinda got jammed... -_- Anyway, since that was the only place I could possibly get a blank background from in my whole tiny house, I'm searching my tip of a room for some A3 paper to use in future.
My favorite from the round, even though I think the character aesthetic completely contradicts his being an OoMN member. 8.5 from me though. Well done and good luck in future rounds.

Yeah, but I had a similar story like this once (which I ended up changing anyway) and the page got taken down; I had to resubmit it with the PG, so I did it just in case. Good to know I don't need it though.
Really good job, on the legs and wings especially. In one picture, the body looks weird from the side, so do the insides of the arms. I really like how you used the Hero Factory armor on the moc. Great job, it's an 8 from me. Good luck with the other judges.
